The amount of encounters on RK that were meant to be end-game so long ago are numerous. DB guys in PW, the Omni soldiers in EFP, so on and so forth. The mechanics for them, as well, have always been lame. Fiery Soldier is up after a server reboot or someone got bored, logged, and he popped? Cool. Time to get a beeping backpack on your level 1 when you're tired of your BoC. Like the OP said, these really don't serve any purpose other than accumulating stuff for our social tabs. Froob raids? Yeah, it's a nice sentiment to leave them our scraps when a new buffet rolls out, but let's really think about it. Why spend dev hours creating a new playfield when there's an enormous amount of real estate that could be revitalized? Ace camp, HI, and so forth aren't some ancient establishments in a historical district for us to take our kids to and say "This is where we used to raid back when landline connections were status quo."
Want a new expansion pack? Call it "Return to Rubi-Ka" and focus on the heart and soul of this game. Why create new PFs when there's tens of sq kms begging for purpose and tens of encounters that are done out of boredom or because we're curious whether or not we can solo Kronillis?
